The purpose of the module is to provide an overview of why Manifestation Determinations Reviews are required when a student receiving special education has been disciplined because of a violation of the code of student conduct and issued removals resulting in a “change in placement.” The definitions, examples and other essential information necessary to implement the MDR process effectively will be highlighted to ensure compliance with IDEA requirements.


About This Course

In this course, the participant will develop an understanding of the discipline of students receiving special education services and manifestation determinations as well as the implications of the law. The participant will also demonstrate the process for manifestation determination through case study analysis and learn the steps in the process for making a Manifestation Determination Review decision and its impact on compliance.

*In order to apply for a CEU or a PD Unit, teachers have to complete all 7 courses in this series: SE501, SE502, SE503, SE504, SE505, SE506, SE507.

Amy Howie is a Special Education Subject Matter Expert with Public Consulting Group. She is the Director of Project SUCCESS, Indiana’s Resource Network for Common Core State Standards for Students with Disabilities. In this role, she provides universal and targeted supports to teachers and administrators across the state. Amy regularly provides professional development to districts on assessment, instruction and programming for special education students. She works collaboratively with the Indiana Department of Education to respond to the individual needs of districts, building statewide capacity for increased achievement of students with significant cognitive disabilities.
